Blue Balance Funded: Level Funded Through BCBSIL

Blue Balance Funded (BBF) is BCBSIL’s level funded product, offered to Illinois groups with 5 to 150 total employees. Like other level funded arrangements, BBF combines a fixed monthly payment structure with stop-loss protection and a year-end claims reconciliation. If your group’s actual claims come in below the funded amount, BCBSIL returns a portion of the surplus. BBF gives employers access to BCBSIL’s full PPO or HMO networks, the same networks available on their fully insured products, while offering greater pricing transparency and data access than a traditional fully insured plan.

HMO Illinois requires employees to choose a primary care physician (PCP) who coordinates all specialist referrals. This gatekeeper model reduces unnecessary specialist utilization and allows BCBSIL to price the plan at lower premiums than their PPO products. HMO Illinois is well-suited for employers whose workforce is concentrated in a single metro area with good HMO network density. It does not provide coverage for out-of-network care except in emergencies.

BCBSIL offers employer dental and vision coverage that can be bundled with medical or offered as standalone voluntary benefits. Blue Dental plans use a statewide dental PPO network. Blue Vision provides access to major optical chains and independent providers.
