Blue Cross Blue Shield of Illinois (BCBSIL) is the state’s largest health insurer and the dominant carrier in the Illinois employer group market. With a provider network that reaches more than 96% of physicians and hospitals across the state, BCBSIL is often the default choice for Illinois employers who want to ensure their employees can access their current doctors without disruption. As an independent broker, Illinois Health Agents can quote and enroll your group in any BCBSIL product at no additional cost.

BlueEdge: Level Funded Through BCBSIL
BlueEdge is BCBSIL’s level funded product, designed for Illinois groups with approximately 10 to 499 employees. Like other level funded arrangements, BlueEdge combines a fixed monthly payment structure with stop-loss protection and a year-end claims reconciliation. If your group’s actual claims come in below the funded amount, BCBSIL returns a portion of the surplus. BlueEdge gives employers access to BCBSIL’s full PPO or HMO networks — the same networks available on their fully insured products — while offering greater pricing transparency and data access than a traditional fully insured plan.
Blue Access PPO: Illinois’s Broadest Network
The Blue Access PPO network is one of the most extensive provider networks in Illinois. It includes virtually every major health system in the Chicago metro area — Northwestern Medicine, Rush University Medical Center, Advocate Health, NorthShore/Endeavor Health, Lurie Children’s Hospital, and University of Chicago Medicine — as well as strong coverage downstate through OSF HealthCare, Carle Health, Memorial Health, and Blessing Health. For employers whose employees are scattered across multiple Illinois regions, Blue Access PPO provides the most comprehensive single-network solution.
HMO Illinois: Cost-Effective Gatekeeper Model
HMO Illinois requires employees to choose a primary care physician (PCP) who coordinates all specialist referrals. This gatekeeper model reduces unnecessary specialist utilization and allows BCBSIL to price the plan at lower premiums than their PPO products. HMO Illinois is well-suited for employers whose workforce is concentrated in a single metro area with good HMO network density. It does not provide coverage for out-of-network care except in emergencies.
Dental and Vision Benefits
BCBSIL offers employer dental and vision coverage that can be bundled with medical or offered as standalone voluntary benefits. The Blue Dental PPO network covers more than 4,400 dentists statewide. Blue Vision provides access to major optical chains and independent providers. Bundling dental and vision with medical through BCBSIL simplifies administration, with a single enrollment platform and one billing relationship.
BCBSIL’s Chicago Metro Strengths
In the Chicago metropolitan area, BCBSIL’s physician relationships and brand recognition are unmatched. Chicago’s major hospital systems have historically maintained strong BCBSIL participation, and most individual physicians in the Chicago market participate in at least one BCBSIL network product. For employers in Cook, DuPage, Lake, Will, Kane, or McHenry counties, BCBSIL’s PPO products typically offer the widest in-network access with the lowest out-of-network disruption risk for employees.
